Why do more animals feed off the leaves of a cabbage plant than the roots?

Actually, I will challenge your assumption that more animals feed on the leaves than the roots. In general, roots have been ignored by plant researchers, largely because we can't see them on casual inspection. Soil fauna can be very rich in various invertebrates and fungi that attack plant roots.

Secondly, the leaves are generally more rich in nutrients because that is where cellular respiration takes place. This would most likely exclude tubers which have swollen roots that are used for storage.
