Mostly because blood is dark enough to cover up the color of the cabbage extract, so you can't tell what it changes to.
You might dilute it, but that will change the pH, and blood is only slightly alkaline as it is, so if you dilute it enough to see the cabbage extract, you probably won't be able to detect the alkalinity of the blood.
